At the time of writing there is no definitive evidence that depleted uranium munitions have been used in joint US, UK, French and Italian attacks on Libya. However there is potential for them to be used and ICBUW reminds belligerents of their obligations under IHL.

ICBUW is concerned that the current use of US Marine Corps AV-8B Harrier ground attack aircraft could lead to DU contamination should their cannon be deployed against ground targets. ICBUW is also concerned that the potential for contamination may increase significantly as the conflict develops if US Air Force A-10 Thunderbolt ground attack aircraft are deployed.
The majority of platforms that fire DU are land-based, although some air and sea-based platforms have also been developed. The only air-based platforms currently in service with the countries currently involved in the conflict are the US A-10 Thunderbolt and the AV-8B Harrier.
AV-8B Harrier
The AV-8B Harrier is fielded by the US Marine Corps, and is known to have fired around 11 tons (9,979kg) of DU during the 1991 Gulf War. The AV-8B fires 20mm ammunition from a rotary cannon mounted in a twin pod on the underside of the aircraft. A range of ammunition is available for this cannon, and the DU based round, the PGU-20/U Armour Piercing Incendiary (API) round is said by some sources to have been taken out of service. However, recent US federal procurement documents describe it as being in the Department of Defence’s inventory, so its use in the current conflict cannot be ruled out.
A US Marines press release on the 20th March stated that AV-8B Harriers from the 26th Marine Expeditionary unit, based on USS Kearsarge attacked ground forces and air defences in Libya. While dropping aerial munitions is more likely to have taken place than the cannon being used in strafing runs, it remains possible that these aircraft have deployed, or will deploy, DU weapons.
A10-Thunderbolt
The A-10 fires a mixture of DU-based armour piercing, and non-DU high explosive rounds from a rotary cannon mounted below the cockpit. The A-10 is the platform responsible for most of the DU fired in Iraq in both 1991 and 2003, and all of the DU fired in the Balkans.
At present there are no reports that the A-10 has been deployed in the current hostilities, but its cannon was designed for attacking armoured vehicles, so it is a possible contender for future deployment.
However, the A-10s slow speed and short range mean it is not likely to be deployed in this phase of the conflict. At present, air attacks are being undertaken from long distances and forces loyal to Moammar Ghadaffi are thought to be in possession of considerable quantities of man portable surface to air missiles, to which the A-10 is vulnerable.
Bunker busters and cruise missiles
It has long been alleged that DU, or even enriched uranium, is used in US ‘bunker busters’ and other large air-launched bombs and missiles. ICBUW has followed-up all allegations of this sort in detail, and is yet to have found compelling evidence to substantiate these allegations. While cruise missiles have been fitted with dummy DU warheads to simulate nuclear warheads during testing, and some ground penetrating nuclear weapons have utilised a DU warhead, ICBUW believes that claims for the widespread use of uranium in similar conventional applications remain highly speculative. Furthermore, the Serbian authorities found no evidence of DU contamination at sites struck by cruise missiles within their country, although they did pick up traces of contamination at sites given a clean bill of health by the United Nations Environment Programme.
As such, ICBUW does not have any reason to believe that any weapons of this sort containing DU have been fielded in the current conflict.
Legality of the use of depleted uranium
Although the French, British, US and Italian actions have approval from the UN Security Council, the mandate under resolution 1973 is for the protection of civilians. Furthermore, all belligerents are bound by the conventions of International Humanitarian Law, including the obligation to protect civilians from harm during conflict. The use of weapons such as depleted uranium, which cause long-lasting contamination and present a hazard to combatants and non-combatants alike, run contrary to these obligations, and should not be countenanced in any conflict, particularly by parties who claim their motivation is the protection of civilians.
ICBUW repeats calls for warring parties to affirm publically that they will not use DU weapons in this conflict, and urges all sides to abide by their obligations under International Humanitarian Law to protect civilian life.
ICBUW will continue to monitor the situation closely.

Senior officials in the U.S. foreign policy and the European Union have indeed "learned some lessons," but not those that are highly regarded in most Americans and Europeans.
Speaking in the context of international law, U.S. leaders and the EU have learned to "leave no trace" effectively. These leaders have learned from the various attempts and initiatives to bring to justice to George W. Bush Jr., Tony Blair, Richard Cheney, Donald Rumsfeld, and his co-conspirators for having initiated internationally illegal war against Iraq.
U.S. leaders and the EU are building up the legal basis to justify the implementation of their plans for war against the Libyan Arab Jamahiriya.
The Council of Hypocrisy
Gulf Cooperation Council (GCC) is an organization formed by petro-emiratos/reinos of Kuwait, Bahrain, Qatar, UAE, Oman, and Saudi Arabia. They have betrayed Palestine, worked against Iraq, gave back to Lebanon, and now conspire against Libya, along with Washington and Brussels.
In a blatant act of hypocrisy, the leaders of these emirates and kingdoms have announced that Qaddafi's regime is "illegitimate." Forbes said the following about the announcement of GCC:
"The nations of the Gulf, including Saudi Arabia and the United Arab Emirates (UAE) have withdrawn all support for Muammar al-Gaddafi to declare "illegitimate" the regime ... "[1] Saudi Arabia, Qatar, Bahrain, Oman, UAE, and Kuwait withdrew their recognition of the Gaddafi regime as the legal government of Libya.

What is striking in these statements and the statement of the petro-kingdoms, emirates and that Gaddafi's government is not the legal government of Libya is its extreme hypocrisy. These convictions are expressed by the same leaders who use violence and murder against their own populations. Saudi Arabia, Oman, Kuwait, and Bahrain all recently used violence against peaceful civilian demonstrators in many cases people asking basic human rights such as equality and legal recognition. These autocratic leaders are among the biggest hypocrites. They are not in position, themselves, to speak on the basis of any form of legitimacy. Nor do any of these autocrats is elected. According to the same principles intended to support, they should ask the UN to intervene also in their states. Consider that also led the movement to stop Libya from the Arab League in Cairo. Recognition Transitional Council seeks to justify foreign intervention
Since democracy, international law is a simple matter of convenience and interests for U.S. and major EU powers. ago few weeks, my friend Javi and I, as coordinator of Accura Running, we meet the challenge of carrying more than 100 runners Accura Gava Mar in the next edition of the Cursa dels Bombers (April 10). We knew what we put the bar very high and it would be a hard task, but we were surprised to find that after 5 days of being open enrollments, and with still about 3 weeks left until the day of career, and we are more than 120 Accura Runners who participate in it! And the number keeps growing!
The Accura Running Club is carving out a significant reputation within the increasingly popular races and more people know us. I doubt there is a club that is presented with so many members to an event of this kind, and this is not coincidental but the good work done by Javier Guemes prncipalmente as main coordinator, and thanks to all the excitement we put rest of the team and Acura Runners.

The US government is being accused of pumping millions of dollars into unregulated training schemes for local police officers and other law enforcers that give a distorted, dangerous and inflammatory picture of the Muslim faith.
Political Research Associates , a Massachusetts-based progressive thinktank, spent nine months investigating the burgeoning industry of counter-terrorism training. It concluded that in seminars and conferences across America, police, transit and other law-enforcement officers were being given an ideologically skewed impression of Islam that impugned the entire religion, presenting it as inherently violent and sympathetic to terrorism.
One training conference, which PRA investigators attended, was held last October by the International Counter-Terrorism Officers Association , a body formed by New York police officers in the wake of 9/11. The conference was addressed by Walid Shoebat, a speaker used by several of the private training outfits.
Shoebat is a convert to Christianity, having formerly been a Muslim with links to the Palestinian Liberation Organisation. In his presentation, called The Jihad Mindset and How to Defeat It: Why We Want to Kill You, he accused Muslim men of raping women, children and young boys. "They are paedophiles!" he shouted.
According to the report, Shoebat went on: "The Muslim beheads with a smile. You can see it on YouTube, on TV; the Afghan child trained to execute Christians. You say that Islam is a peaceful religion? Why? It hates the west."
He also said: "Islam is a revolution and is intent to destroy all other systems. They want to expand, like Nazism."
Another training firm that is highlighted is Security Solutions International, a Miami-based company that has worked with some 1,000 law enforcement agencies since 2004. It gives seminars with titles such as "The Islamic Jihadist Threat", "Jihad 2.0" and "Allah in America".
At one seminar, SSI's trainer showed footage of the 2002 beheading of Daniel Pearl, an American journalist , by his al-Qaida kidnappers.
The report is published as the Homeland Security Committee in the House of Representatives is poised to open controversial hearings into the radicalisation of the American-Muslim community. Peter King, who chairs the committee, has been accused of launching a witch-hunt.
A third training outfit, the Centre for Counterintelligence and Security Studies, based in Alexandria, Virginia, uses experienced FBI, CIA and other former federal agents to conduct its training of about 8,000 national security employees a year. PRA investigators were not allowed to attend the centre's seminars, but based on its website and the writings of some of its key trainers, the report concludes that its course, Global Jihadist Threat Doctrine, uses the framework of the cold war to portray Islam as an existential threat equivalent to communism.
Walid Phares, who trains on behalf of the centre, argues in his writings that jihadists are infiltrating western organisations posing as civil rights advocates: "The most important mission is to further recruit and grow their numbers until the 'holy moment' comes."
Thomas Cincotta, the author of the PRA report, called on Congress and the Homeland Security department to begin an inquiry into the use of public money to provide training that he called dangerous and unhelpful. "Police officers and law enforcers who attend these causes will walk away with the impression that law-abiding citizens should be suspicious of the broader Muslim community. I'm deeply troubled by that – it impinges on fundamental freedoms to practise religion, and it jeopardises our safety and national security by potentially alienating Muslims at a time when we need to work together."
The report says that in the wake of 9/11 a huge sum of taxpayers' money had been invested in counter-terrorism training for law enforcers. Two federal grant programmes alone, led by Homeland Security, paid out $1.7bn to states across the country in 2010.
Some of the training schemes are closely monitored by the Homeland Security department, but much of the money, the report says, is filtered through a host of largely unregulated training schemes, some of which are conducted by private security bodies.
SSI's president, Henry Morgenstern, defended his company's track record. "We have a very good reputation training law enforcers. We are not a kooky organisation." He said of the report's authors: "These people are out to weaken the anti-terrorism effort and it's clearly politically motivated."
He added: "You cannot whitewash radical Islam – they really do cut people's heads off, they do carry out honour killings, so we are trying to show law enforcers that this is what they are up against. We are not saying that all Muslims chop people's heads off."
The Centre for Counterintelligence and Security Studies declined to comment.
The involvement of anti-Muslim groups in federal and state training has caused consternation in the past. Last August Reverend Jesse Jackson protested to the FBI after it was discovered that Robert Spencer had been used as an official trainer on counter-terrorism for police offers.
Spencer is a founding member of Stop the Islamisation of America, a group virulently That Opposed the building of a Muslim community center near Ground Zero in New York and That has links with the far-right Inglés Defence League.
